OSS at the Commonwealth of Massachusetts

Many thanks to Linda Hamel (General Counsel) and Tim Vaverchak (Director, Open Source Strategy) from the Commonwealth's Information Technology Division (ITD) for sharing their thoughts on how the Commonwealth is using PHP and other open source software and its service procurement process.

As anticipated, doing business with the State is not for the faint-of-heart.
